Several deeds in WTC MUD #1 ban parking on the street overnight, and some also ban parking across a sidewalk. This page sets out, section by section, where the district enforces these rules and what the board was told when it decided. It uses district minutes, meeting recordings, resolutions and the deeds posted on the district website. A source is shown under each fact.
On this page, "the board" means the WTC MUD #1 board of directors, and "Director" before a name means a member of that board. A dagger (†) after a name marks a district director who also held a role in the Anderson Mill West Neighborhood Association at some time. The table of association officers on the Anderson Mill West page gives the dates.
| Section | Overnight street parking | Sidewalk | District enforcement of the overnight rule |
|---|---|---|---|
| Anderson Mill West Sections 1 to 6 | No ban in the posted deeds | — | Nothing to enforcePosted deeds, e.g. Sec 1. Sep 17 2025 recording: "the whole rest of Anderson [Mill] West doesn't have that parking." |
| Anderson Mill West Sections 14 to 18 and 21 | "No automobile ... or other vehicle may be parked overnight on any roadway within the Subdivision." | No sidewalk parking rule found | Enforced (see Feb 18, 2026 on a 2025-2026 pause)Posted deeds, e.g. Sec 16. |
| Hunter's Glenn Section One (HG1) | Same sentence as HG2 | Same sentence as HG2 | Enforced from May 13, 2019 at the HOA's request; stopped March 15, 2021 at the HOA's requestPosted HG1 deed. Minutes May 13 2019 and Mar 15 2021. |
| Hunter's Glenn Section II (HG2) | "No automobile, boat, trailer, truck, pickup, camper, mobile home, recreational vehicle, motor scooter, maintenance equipment or other vehicle may be parked overnight on any roadway within the subdivision." (Art. X, Sec. 10) | "No vehicle shall ever be permitted to park on a driveway at a point where the vehicle obstructs pedestrians from use of a sidewalk." (same section) | Enforced (see Feb 18, 2026 on a 2025-2026 pause). No active HOAPosted HG2 deed. District notice to HG2 owners. |
| Lakeline Oaks | "No automobiles or other vehicles may be parked overnight on any roadway within the Property." (Sec. 3.13) | No sidewalk parking rule found | Not enforced by the district (see Dec 16, 2020, Mar 15, 2021 and Apr 20, 2022)Posted Lakeline Oaks deed. |
| Volente Hills | "No automobiles or other vehicles may be parked overnight on any roadway within the Property for more than two (2) consecutive nights." | Vehicles must be parked "in such a manner as not to obstruct the normal flow of sidewalk traffic." | Not enforced by the district (see Apr 20, 2022)Posted Volente Hills 2012 declaration. |
The district's notice to HG2 owners, posted with the deeds and last updated October 14, 2021, says the HG2 association "is not active." It suggests owners "call a meeting of the Members of the Association to reinstate the corporate charter," and adds: "the owners in Hunter's Glenn II can decide what restrictions should be amended."
This table sets statements made to the board next to what the record shows next. It gives no comment. The timeline below gives each source.
| Topic | What the board was told | What the record shows |
|---|---|---|
| The same rule in each section | Jan 18, 2021, on a request from Hunter's Glenn: "We do have to enforce the same restriction in a similar manner throughout the district. ... If you say don't enforce overnight parking in Hunter's Glenn, we're going to have to analyze that very closely to see if that impacts our enforcement in other areas." | Mar 15, 2021: the board votes 3-2 to stop enforcing the ban in HG1. The minutes record no finding on how the vote affects enforcement in other sections. HG2 has the same sentence and is still enforced. |
| Property values | Nov 15, 2021, the minutes' summary of district counsel: "When the Board decides to stop enforcement of a certain restriction, it makes the determination that it is not necessary to sustain property values in the District." Dec 9, 2019: the board's emergency vehicle exception records a finding that it "is not detrimental to property values." | The Mar 15, 2021 HG1 minutes record no finding on property values. A Nov 15, 2021 motion to study "the impact ... to the value of the properties" fails 2-3. An Apr 20, 2022 motion to survey owners fails 2-3. |
| Sections with an HOA | Dec 16, 2020 resolution: enforcement in Lakeline Oaks "is necessary to sustain taxable property values," and "the Lakeline Oaks HOA enforces deed restrictions in that portion of the District." Mar 15, 2021, district counsel on Lakeline Oaks: "they enforce their restrictions. So, we've respected that and stayed out." | Apr 20, 2022, a director to the board: "The HOA sections in the district, [Lakeline] Oaks, Hunter Glen 1, and [Volente] Hills have all opted out of enforcing this restriction." Jan 17, 2024 order: the committee acts on HOA sections only "if an active HOA refuses to enforce Deed Restrictions the Board of Directors finds necessary." Apr 16, 2025 resolution: an active HOA may request district enforcement, and the district's approach "will eliminate the possibility of selective enforcement." |
| Sidewalks | Mar 15, 2021, HG1 HOA president: the HOA's "main reason" for asking is that the overnight ban "unintentionally blocks the sidewalk." Sep 17, 2025, a renter: "the only way to get three in the driveway and one in the garage is if we block the sidewalk." | Jun 15, 2020: the board directs reports of vehicles blocking sidewalks to law enforcement. Nov 15, 2021, in a talk about yard plants over sidewalks, the minutes say: "All agreed that law enforcement realistically will not come out to address sidewalk obstructions." Director Franke then says "a distinction needs to be made between vegetation and cars blocking the sidewalks." Sep 17, 2025, a speaker: "the blocking the sidewalk is actually against the law." |
| Room to park at home | Jan 9, 2019 minutes: "Board member added that Resident should be able to park vehicles in garage and driveway; it fits two vehicles in garage and two in driveway." | Sep 17, 2025, a renter in a house built in the mid-1990s: "We do have one 15-year-old car that is small enough to fit the garage." Late 2022, Chris Rocco† on the association's home page: he counted vehicles parked "over the sidewalk in their driveway (approximately 175 when I took a sample) in WTC MUD1." |
| How to change a rule | Sep 17, 2025, a director to the renter: "we went door to door ... To see if we could get 50% to change." The HG2 notice: owners "can decide what restrictions should be amended." | Mar 15, 2021: HG1 enforcement stops on a request from the HG1 HOA. The minutes record no change to the HG1 deed. |
At a joint meeting of the board and its deed restriction committee, the minutes record: "Single moms with children that drive are struggling with not enough parking spaces. Board member added that Resident should be able to park vehicles in garage and driveway; it fits two vehicles in garage and two in driveway."
The HG1 HOA president asks the district to enforce deed restrictions in HG1. The board accepts the request. Director Zervigon† moves; Director Rocco† seconds; all in favor.
The board finds that not enforcing the overnight parking restriction against authorized emergency vehicles "is not detrimental to property values." Director Zervigon† moves; Director Medrano seconds; all in favor.
The district's list "Nonenforcement of Deed Restriction Decisions by the Board of Directors" is dated January 13, 2020. It lists motorcycles in Anderson Mill West (October 15, 2008) and emergency vehicles (December 9, 2019). The copy posted on the district website on October 26, 2026 has the same two items.
The board adopts a resolution on "vehicles, tree limbs and other obstacles blocking passages on sidewalks and streets." It directs the district's deed restriction enforcement manager "to report instances of vehicles, overgrown limbs and other obstacles which are impeding pedestrian or vehicular traffic on sidewalks and streets in the District to the applicable law enforcement agencies and County officials." Director Zervigon† moves; Director Franke† seconds; all in favor.
The board approves $6,237.25 from the Lakeline Oaks beautification account for an HOA entry project. The resolution says "enforcement of deed restrictions within the Lakeline Oaks neighborhood is necessary to sustain taxable property values in the District" and that "the Lakeline Oaks HOA enforces deed restrictions in that portion of the District." Director Franke† moves; Director Jones† seconds. Ayes: Dudo†, Fabre, Franke†, Jones†, Medrano.
On a Hunter's Glenn question about overnight parking, a speaker says: "We do have to enforce the same restriction in a similar manner throughout the district. So, your restriction says no overnight parking. If you say don't enforce overnight parking in Hunter's Glenn, we're going to have to analyze that very closely to see if that impacts our enforcement in other areas."
The HG1 HOA asks the district to stop enforcing the overnight street parking ban in HG1. District counsel tells the board that Lakeline Oaks "have their own HOA and they have their own management company and they enforce their restrictions. So, we've respected that and stayed out." The HOA president says the HOA will not enforce the rule itself "because it was not enforced for many years and it was arbitrarily decided to enforce it when a new president came in without Board input." On the recording he says "the main reason" is that the ban "unintentionally blocks the sidewalk." The board votes 3-2 "To accept Hunter Glenn's HOA request to stop enforcing overnight street parking." Director Fabre moves; Director Medrano seconds. Ayes: Dudo†, Medrano, Fabre. Noes: Jones†, Franke†. The minutes record no finding on property values. The vote does not cover HG2.
The minutes say Director Fabre stated the district has 1,931 properties and "only 390 properties where street parking overnight is a violation." Her motion that the board "reconsider enforcement of overnight parking on the 390 properties affected to determine what the impact is to the value of the properties and the cost associated with enforcement" fails 2-3. Director Medrano seconds. Ayes: Fabre, Medrano. Noes: Dudo†, Franke†, Jones†. The minutes say "Dir. Franke thinks the motion is too broad," and that Director Medrano, who voted aye, "wants to study the issue." Director Franke says the neighborhoods "should change their deed restrictions," and asks counsel to put the matter on the January DRC agenda. The minutes say district counsel Flickinger told the board "the Board has no obligation to enforce restrictions as a MUD, but they can make exceptions when they do enforce. When the Board decides to stop enforcement of a certain restriction, it makes the determination that it is not necessary to sustain property values in the District." Earlier, in a talk about Sage letters for yard plants growing over sidewalks, the minutes say: "All agreed that law enforcement realistically will not come out to address sidewalk obstructions." Director Franke then says "a distinction needs to be made between vegetation and cars blocking the sidewalks."
Director Fabre tells the board that the HOA sections "have all opted out of enforcing this restriction," that Sage records "on average 20 cars per month parking in the street overnight" in the 390 properties, and that night tours cost the district "$3,387 each month." Her motion to survey owners on whether the district should keep enforcing the overnight ban, and to research other methods and their costs, fails 2-3. Director Medrano seconds. Ayes: Medrano, Fabre. Noes: Jones†, Dudo†, Franke†.
A post signed by Chris Rocco† on the association's home page says he counted vehicles parked "over the sidewalk in their driveway (approximately 175 when I took a sample) in WTC MUD1." He writes that he asked the Williamson County Sheriff's Office what it would do if he reported them, and that the deputy said, "Mr. Rocco, I would hope you would not do that."
A board order on deed restrictions says: "The DRC will investigate and act only on complaints about properties in sections of the District without an active HOA enforcing Deed Restrictions. However, if an active HOA refuses to enforce Deed Restrictions the Board of Directors finds necessary to sustain the taxable property values of the district, the DRC will investigate and act on complaints regarding such uncorrected violations."
A new enforcement resolution says the district's proactive approach "will eliminate the possibility of selective enforcement." It also says the committee "will seek approval from the Board of Directors of the District to provide deed enforcement services to any active HOA that requests deed enforcement services," and "The Active HOA will take responsibility for notifications and protocols for properties within its jurisdiction."
A renter in Anderson Mill West tells the board: "We can be maybe get one car in the garage, two in the driveway. Three, we blocked the sidewalk. So we ended up having to park something on the street overnight." A director answers: "We do have a procedure for, uh, changing the deed restrictions ... we've done it before we went door to door ... To see if we could get 50% to change." Another speaker says: "the blocking the sidewalk is actually against the law." The renter adds: "the only way to get three in the driveway and one in the garage is if we block the sidewalk."
Director Jones† reports "a moratorium of deed enforcement services" and that "from December 15, 2025, to January 15, 2026, there were no fees paid to Sage Management for overnight reports." She also reports that the Lakeline Oaks HOA had not attended either of the board's meetings with it, and that a draft agreement with the HOA "was not ready for approval."
